This is because you can't sub-subnet. Did the government agency know
you had subnets when you requested addresses?
NetWare servers automatically act as routers when you install multiple
NICs in them. To use those addresses, you may need to redesign your
network to place your users on the same subnet, using bridges to
separate segments, instead of routers. Alternatively, you may wish to
consider using an IP/IPX gateway, or get the government to reassign the
IP addresses as five subnets.
