The virtual LAN is used by NetWare for internal processing (the IPX
internal net number is associated with it). You neither want to remove
it, nor can't remove it.

The light on the concentrator means the cable is powered, not that the
data is flowing. Make sure the NIC agrees with the settings in your
LOAD statement. Make sure you don't have conflicts in the server
between the NIC and another component. If you have another NIC, swap it
and see if it helps.
Make sure the workstations are set to detect the 802.3 you've set the
server for. Since NT can see the workstations, verify the NetWare
client is loading, and not just the Microsoft client.
Those are off the top of my head suggestions.
