I am using an offline reader/writer not because of telephone rates, but instead
because of the poor support of the linux terminal in BBSing, past and present. 
Also I haven't had a data line on the telephone infrasctructure since sometime
in the late 1990's.  I was logging onto an OS/2 Maximus BBS in Seattle as late
as 2002-ish but not on the telephone infrastracture but it no longer exists.

The BBS I sent the ISO-8859-1 characters from is a web based one, although it
does claim to be capable of dialup.  All I can say for sure is the I can input
ISO-8859-1 characters to it's web interface which you have confirmed.

Oh well.  Thankfully my pride isn't based on their annoyance level but I do
take your criticism to heart and will drop the subject now that the point has
been made ... again.  I am sure it'll reappear sometime in the future, if
indeed there is a future for any of this.
