I use a very old version from PC Mag. that works fine for my
purposes. It is in VOL7N07.ARC 25088.
TOUCH 1.0 (c) 1988 Ziff Communications Co.

Syntax: TOUCH filespec [/D date] [/T time]
date = month-day-year
time = hour[:minutes[:seconds]]
Default is system date and time.
