 I have connected to some russian echo's and have come to the conclusion
 that they manage very well with CP866.
 I am not aware of any participants in fidonet who need the Greek character
 set, nor the glyphs used by the Hebrew.

 UTF-8 is only an option, when software is written that can handle it and
 caters to all the weird environments Fidonet sysops work with.
 It is too late in the History of Fidonet for that to happen.
 We are stuck with the only common denominator "ASCII".
