There is no such thing. You must have meant to say LATIN1 which is the
official alias for ISO-8859-1. ;-)
Besides that, it cannot be converted to ANY 8-bit character set since there are
two languages there that cannot be expressed in LATIN1; Russian and Greek.
UTF-8 is the *only* way to proceed if internationalization of Fidonet is a goal
while maintaining compatibilty with ASCII.
