Sure, why not! Your screwed if you hardware dies and you have to have the
OS to put on it, but otherwise there's no reason why not. One of my
AS/400's here is an older model, not under maintenance, and I use it for
testing only -- should it get to the point that I can't fix it myself, it
goes in the dumpster and the good parts go on ebay.
AS/400's come with the OS as of about 6 years ago, so you may not have to
worry about that. Only a developers Model 150 comes with the programming
stuff free though.

Patches are a lot tougher and I don't think I want to get into that, the
machine above gets no patches and is not exposed to the internet.
