You can get VICE for Dos also - and its emulation for Commodore machines
is near perfect. At least it is enough for me. I think most persons will
download VICE if need Vic-20.

Of course you can do a vic20 emulator, but you must emulate also the
glitches and everything if you want that everything works. Vice is done
in a coder team and there has been a lot of investigation using
oscilloscopes and other technical units.
