Exactly the same situation here except that there is *only* the utility I am
not developing. :-) Hence utf-8 works unlike ftn software which cannot even
get it's pwn bogus crap right nevermind a real world standardized characters.

Or CHRS for that matter, with or without a levels parameter.
I have yet to run across latin-9 but have seen people try to pass off cp-1252
as latin1 which is equally as bogus as trying to pass off latin-9 as ibmpc.
Also I have seen people trying to pass off cp1251 as koi8-r.
utf-8 is the *only* way to go. 8-bit character sets never stood a chance.
Even 7-bit can get convoluted and I have run across a few nonstandardized 7-bit
charsets in the past (ie not ascii) as well as a few standardized ones that
differ somewhat from ascii.
