The DOS version of dBASE creates executables. The Windows one does
not. There is talk of issuing a compiler for dBASE Windows.
That you're looking for something that runs on a 286 suggests that you
stay away from Windows altogether. If you have to buy development
software just to satisfy your hardware, the economics may well favor
replacing the hardware at this point.
