 I don't mind about ibmpc as it caters to old software that has no knowledge
 of the CHARSET kludge.
 I do mind about people setting CHARSET: latin-9 in the header and using ibmpc
 in the message.

 Charset guessing gives a better result, as following the CHARSET kludge at
 the cost of (free) cpu cycles.
