I don't think the problem is with the network side. Some software seems
to have problem telling a stand-alone computer to dial an ISP if the
connection isn't present when launched. I must admit I haven't found
where the software can be told to initiate a connection if one isn't
present, but I have seen it happen both ways.
I don't think you need to change software; you simply need to find that
magic setting.
