The easiest is probably to take MySQL and create your own interface using PHP.

I used to do quite a bit of Perl/[My|PostGre]SQL, embedded in a html page,
but since then PHP was invented which does the same thing and is super
easy.

The nice thing is that you need no time at all to set up your database and
start filling it up, and yet you can go very far customizing the interface
since it is basically plain old html with some php embedded.

Highly recommended. I'm migrating a lot of apps to it, just because it is
so simple ! There are gazillions of tutorials on the web, so hack away !
