As well as gov't and that was the original internet.  They added to the
infrastructure that was already more or less in place.

The first BBS I ever saw was a university library running on the existing
lines that served up a searchable database of the books available.  It was
ascii based.  I am pretty sure the server ran on VMS.  It worked great and
there was no need to dial it up since it was readily telnetable.  I think
they later had a dialup line but I don't think that lasted too long as they
later switched to a httpd thingy.  I seem to recall rendering with lynx
being a tad flakey on ye ol' terminals.  I thought the ascii based one was
best.

Progress eh?  They can keep it.
