I think they probably already have the programming power, but agree that
their management lacks the will to properly harness it.

My dealings with MS lead me to believe (and this is just something I sense,
it is not based on anything concrete)  that their staffers suffer from the
same disease as people at lots of (most?)  big corporations: they are
loathe to bring bad news "upstairs".
