Yes that's true in a way, but doing a manual replace of the registry from a
CD boot or recovery console boot can be done with the System Restore
backups of the registry, its just a real pain (given the directory names)
to navigate your way there and then copy with rename the files to the
proper places.   System Restore also makes changes to drivers and other
files that
a manual restore of the registry doesn't make (which is good if you need it
but bad if you don't).

I've noticed that System Restore backs up all the files in the
windows\system32\wbem\repository\fs directory.  What are these files about?
Something about the file system?  If one does a manual restore of the
registry files but don't restore these files in the \**\FS directory any
problems?  What if you do save copies of these \**\FS directory files as
part of your registry backup and then manually restore the registry and
these files from the  \**\FS directory is that dangerous to the files
system due to hard drive changes between the date the files were backed up
and the date of the restore?
