Let's see which files procps got:

dpkg-query -L procps (I've filtered the executables)

/usr/bin/slabtop
/usr/bin/vmstat
/usr/bin/pmap
/usr/bin/pgrep
/usr/bin/uptime
/usr/bin/free
/usr/bin/watch
/usr/bin/top
/usr/bin/w.procps
/usr/bin/skill
/usr/bin/pwdx
/usr/bin/pkill
/usr/bin/snice

Are any more missing besides uptime? Could you please also check if the man
page for uptime is installed (/usr/share/man/man1/uptime.1.gz)?
