Sometimes Debian/Ubuntu devs like to split up some of the binaries as well as
other things a normal user (ie: not very technically inclined) wouldn't need
from the package, and put them into a -dev version. Is there any kind of
procps-dev in your repos? If so, try that and it will probably be in there.
