You would ask that.....  

In the Message menu, i see a line containing:

   Msg_Reply      Demoted "Reply to a message"

and lines containing:

   NoDsp Msg_Reply   Demoted "'16"   ; 
   NoDsp Msg_Reply   Demoted "'19"   ; 

There may be some other areas that also need the Msg_Reply defined, but
these are the ones I was thinking of.
