is it on 64-bit debian?
if so - i tell u what i heard from the developer of husky Nick Voronin:
"old stable version hpt 1.4-rc5 was not intended for usage on 64-bit
distros."

anyway base part of hpt 1.4-rc5 utilites(htick i am not test on this
platform) works fine on 64-bit distros except one bug

if in config file is:
NetmailArea Netmail /home/fido/netmailarea -b msg

on it'll won't work

if u change it to
NetmailArea Netmail /home/fido/netmailarea -b squish

it'll be ok

it'll very possible that the situation with htick on 64-bit is the same.

so as solution u could grab current 1.9 hpt sources from cvs and compily it by hands
version 1.9 fully support 64-bit distros fully
