I never saw that happening on my 2e but I'm sure I didn't turn it on as often as you did. There is no "active" reset on my board - it relies on a reset coming from the Apple slot. IMHO a good assumption because the Disk ][ card drives this live low for a few milliseconds. In addition the first thing the PCPI boot software does is sending a reset command to z80.
