I don't know what exactly you mean by "authenticate", but I for
one have used a common (i.e. publicly available to anyone interested) old
hotmail account many, many times when a passport login has been required. I
find the whole passport idea nothing but dumb (IMO of course).

Given that the primary purpose of Passport is to be the authentication
mechanism for many Microsoft services, successfully doing so for hundreds
of millions of users is a wonderful demonstration of its success.

Yawn.... those are mostly people who *had* to sign up for PassPort in
order to use Microsoft services.
But that's typical for Microsoft, lock in customers, then call it a
choice....
