People register their From address to some kind of escrow utility,
along with their credit card details.

When someone sends you an Email, they use their private key to sign the
Email, and also your Email address.

You send the details off to the escrow, and it keeps a balance of how
many Emails you've sent and received.

Each Email sent costs a penny. Each Email received earns you 0.99
pence.

Thus for the average user, it costs next to nothing to use Email,

Spammers can't then send Email, without having to pay. (Neither can any
other scum, like estate agents, politicians, and pikeys.)
