Actually, there's a difference there, a bit like the difference between
"white hat" and "black hat" hackers.

Graffitists are the people who do art works (aka street art) on public
surfaces. Nowadays they're often asked to do it by invitation to brighten
up ugly and/or temporary walls (construction site barriers etc) and reduce
the incidence of tagging.

Taggers are people who write their name or pseudonym over public areas.
This is not considered art, but simply territorial pissing. Fortunately,
it's generally considered disrespectful for a tagger to tag a good piece of
street art.
