No error messages at all.  What happens is that he can upload mail, but 
when the download starts, it pauses at about 10% and then stops, without
intervention from the operator.
Juno's help mail suggests reconfiguring the modem.  He's trying, but all
the listed 14.4 modems tested so far don't provide a change. 
Is it possible that he has a RPI modem and we don't know it?
