UNIQWK meets those needs.  It does bbs olr, as well as internet email and 
newsgroups. All offline! It has to be registered after 30 days (will stop 
working at the point unless registered).  It does uucoding as well.  We've 
had to use the program to transfer stuff that couldn't be encoded or uucoded 
any other way. (Nothing else worked).
As far as the echo, I don't think connecting with an internet usergroup is 
the way (because of so many spam(s) and because of the problems with 
moderation.)  But the bottom line will be up to Bonnie!
