fwiw, a few years back when I was having trouble resolving a billing
problem with Comcast, a quick, polite note to Brian Roberts (Comcast CEO)
got things solved rather quickly.

Since it is in Comcast's strategic interest to provide a quality internet
connection, I would think that he might be interested in knowing that your
local franchise is unable to provide a good link up....
