This isn't as far off the mark as you seem to think. Cell phone users can already be `tracked'. And it isn't far into the future that all cell phones will be trackable. A simple micro-component built right into the phone's Sim card, detectable by satelite. A person changes phones, and transfers their Sim card to their new phone. The phone is new, but the tracking device is still in place, its `their' Sim card, and they are still on the satelite's radar. Also, modern-day motor vehicles are hooked to electronic satelite circuitry that allows the owner who locked their keys in the car, to call a telephone number, give the code ID for their vehicle, and the satelite `pops' the doorlocks! Whats to say there isn't also circuitry in the computerized components of the vehicles to allow them to be located and\or tracked? Your bicycle mentality has been outmoded since long before you were even born. This is a new century.
