The Feds ALWAYS natter on about cutting off highway funds if the state doesn't
geek for them in some way they deem acceptable ... such as motorcycle helmet
laws. But, they never actually cut off those funds. My state, Illinois, is a
prime example. We have no helmet law and never have had except for the one
attempt that was struck down my the Illinois Supreme Court. But, y'know, we
still get our share of Federal Highway lolly ... and as much extra as our
congress critters can tab or earmark for their pork barrels.

Errrrmmmmm - truckers are required to produce receipts showing they bought
enough fuel in each state to cover the miles driven in that state. Or pay a
mileage tax. Been there, done that. Paid the tax (on occasion). And, yes, the
bookkeeping is an absolute nightmare.
