Ha.  Got it.  There is more than one place to configure a template.

Now I need to figure out how to make xkbset hold the stickykeys past
the expiry.   I tho't I could;

xkbset st
xkbset exp =st

But the sticky keeps 'going away'.

Raspbian's OpenBox LXDE doesn't have a stickykeys in its
keyboard settings nor an accessibility feature.
