They are useable.  Probably not for long-distance truckers (because they
can't maintain the speed they want/need to), but for most other purposes
they're fine.  I've driven part of US30 and most of Nebraska state highway
2 (which runs from the Wyoming border west of Alliance in northwest
Nebraska to Nebraska City on the Missouri River 50 or so miles north of the
Kansas border).
