It is not a stretch for chips to be misused as I previously stated. Perhaps as a stipulation for getting Federal Welfare payments, the person has to be implanted with a chip, then when anyone goes to purchase goods and services, they have to let the cashier wave a wand, if a chip is present, the transaction details are transmitted to the SSA or IRS or HHS. If one is found to have spent above the Federally provided assistance, that person gets a knock at the door from a suit.. or Same theme as above, but the cashier has to deny the sale..
