I would definitely go with the dual-bander, even if it means spending more
money.  If you buy a single-band FM 2m mobile, you will be voluntarily
excluding yourself from 70cm repeaters. Depending on where you live, that
may also prevent you from trying things like IRLP, where repeaters can be
connected together through the Internet.  It will also mean that you don't
get to talk to people who have single- band 70cm radios.  My first amateur
QSO was on 70cm FM, using a borrowed dual-band HT.  Eventually I bought
myself a 2m HT which works well enough, but that's money I don't have today
to put towards a dual
-band radio.
