Larry, it's not so much that the protocols differ, although they do to
some extent. The fact is there are more differences in exactly what
paramedics are allowed to do, and how much they are allowed to do under
standing orders as opposed to having to contact medical control. Some
systems have very liberal standing orders, others require medical
control for the most basic procedures. Why? I think a lot of it depends
on what the state regulators and/or the local medical directors feel the
paramedics are capable of. So, it is not a matter of anatomy or
physiology differing from state to state, as it is a matter of politics
varying from state to state.
