Well in Canada some markets are very busy daytime but in Ottawa
and Montreal, after working hours, I've been told you could turn
off the cell sites and not many people would notice.
Bell Cellular does not have a major capacity problem that I know
of and has taken pains to wire the Underground City of Montreal
for cellular.  This is an extensive network of shopping
concourses connected by pedestrian tunnels to Montrealers can get
around the downtown area without heavy winter coats.
They offer unlimited evening and weekend airtime with hours
weeknights of 6 pm to 8 am or 8 pm to 7 a.m. depending upon which
scheme you are on.
daytime airtime sells for between 20 cents a minute and a dollar
a minute.
So it is not quite as cheap as tap water, but getting close.
I've got my own little network of people to call at Bell Mobility
Cellular when things go snakey and all in all, it is a pretty
good company.
