Maybe because it looks moronic and the guys who can't see that are
themselves none too bright?  

Maybe because it's incredibly sexy and the guys who are naturally so
equipped would over-breed and their genes would dominate the population if
they realised what they had, so when the sexy hair gene is given out the
ability to recognise it as such is with-held from them. Meantime the poor
sods with ugly hair spend their entire lives trying to have sexy hair and
never quite managing it - just so that things even out
