There are already 'self funding' gov't orgs - many county sheriffs are
taking in more from
civil forfeitures and other deals with the feds than they get in their
budget.  The problem
with this is that those orgs no longer need to depend on the taxpayer to
fund them and thus
the people lose any semblance of control over those orgs and what they're up to.
