Potentially.  I believe each state has their own certification, but you can
generally transfer one state's certification to another state.  I probably
should watch when I use what is within the United States standard state,
territory and (for Canada) province abbriviations.  WA is for the state of
Washington, in the northwest corner of the 48 contingent United States. 
Washington, USA is south of British Columbia, Canada (BC), and north of
Oregon, USA (OR).  [WA, BC and OR are part of Fidonet region 17, in zone
1.]

Teaching certifications are for apecific subjects or areas and/or grade
levels in this state.  But if you have a teaching certificate, you can find
yourself teaching subjects outside your area of certification, at least in
some of the areas....

I haven't looked.  If it is in fos_os2.c, then there should be an
equivalent file for the Linux implmentation -- or atleast that's what I
would expect.....  Again, I haven't looked that close at this part of the
code that we are using under Linux.

I don't know.  The message that I replied to where I first commented on the
limit hit the limit within 10 lines of the last line I quoted.  Do you care
to look it up and count how many lines in to the message I was replying to
that my last quoted line was?    [Ok, that sentence structure
may be a bit too complex for translataing to your native language. 
Appologies.]
