Done right, it would make sense. The units would need to be switchable from
"off" (rigid surface) to "on" (generate power). You
would need to have units on all access roads to the controlled intersection
and only activate the units in the roads where the lights were red, thus
reclaiming energy that would otherwise be dissipated in the brakes of
vehicles stopping for the lights. Since this would double the number of
units needed, I doubt it would be cost-effective.
