It's not the whole country, it's just one ISP. (Not the biggest, either.)
And looking at the tracreroute, it's not where the holdup is. But I do
agree we aren't well served with international bandwidth. ISPs are
reluctant to pay for it, and as a result there's a lot of dark fiber in the
Southern Cross cable.
