It's catching on fast esp in govs. Here we are moving towards a presumption
of OSS unless you can show a case for some proprietary program.

Equally any code we produce is now covered in the presumption of OSS.
Obviously if there are security concerns then it's always going to be held
in camera no matter what the licence .
