This sort of attack is so simple to mitigate that I'm surprised anyone even
bothers with it anymore. All you need is a credit card and an ftp program.
Go rent a dozen or 2 dozen websites scattered around on different hosts,
then do round robin dns. Would take me a couple hundred dollars in charges
and less than 5 hours to get any static website back up. Function websites
(ie credit card processing and such) would take a bit more time but it's
just as possible to do.
Even if it were a dns flood, I could bring it back up in a few hours. You
just go to your registrar and list www.yourdomain.com as the dns server and
point it to the IP address of the real website. Presto, dnsless dns. They
would have to flood out all the root servers to stop it from working now.
