On mine as well:

[C:\Program Files\JPSoft\TCCLE14x64]net start browser
The requested service has already been started.

I'm running Windows 10 Pro x64.

Funny enough, when I run Windows 7 in a virtual machine, it sees the pi
share and can connect to it straight away.
It must be something between Windows 10 and Linux.
