   There is always national pride - they would like to keep hosting $$$
within the country to maximize the positive impact on the economy.   For
small countries experiencing broad based attacks, most lines going into and
out of the country would be saturated.

   In some cases, national pride is so extreme that they host their own
root certificate authorities - not linked to the default CA certificates
shipped with Windows.    Instead of paying hundreds of  thousands of $$$ to
Microsoft and Verisign, they create a new local economy.   Local root CAs
certificates are pre-installed in nationalized versions of computers sold
in that country.
