Historically the only time something similar popped up was around the time 
[Enable Case Sensitive User Passwords] was introduced.

  wcconfig - System Security - Enable Case Sensitive User Passwords

The issue surrounded the mechanism for setting / changing user passwords
versus actually checking them.

Even if you have not enabled case sensitive passwords I would check to see
whether entering the POP3 password in ALL Uppercase helps (if you have not
tried this yet)
