IIRC, since 1994, Radio Shack no longer builds (or has built for them)
scanners that are cellular capable and "blocks" that ability when selling the
scanners in the States. Instead, they have scanners built that don't have
that capability in the first place.
Why? Well, any change small enough to be made during production runs that
would allow a fully-capable version to be made for Canada and a "crippled"
version for the States would be a change that could be reversed by a
competent hacker. Even a change in programming wouldn't help. A Stateside
hacker would just call a friend up North and have a Canadian CPU shipped
wn.
