So the problem is that US sellers are unwilling to ship
to Japan?

As I'm sure you know, $20 is a middling price for a
//e here, and shipping should be under $70, so it's hard
to see how the market can be so out of whack...

When my daughter was teaching in Japan, I found it quite
easy to ship there, and relatively reasonable.
