Okay, I've got a working draft available if you (or anybody else) wants to
have a look.  I based it on the Maximus Version 3 control file specs, and
it's all scripted in perl (so it can be easily modified or customized by
the end user).  The archive contains both Linux and Windows versions of the
script (which I eventually intend to combine into one file and have it
auto-detect which operating system is in use), as well as some sample
files, rough documentation and a Linux man file.  The whole thing is being
released under the GNU GPL.

At the moment, it only does the allfiles and newfiles text lists.  The html
list is still to come, but shouldn't be too tough to add (depending on how
configurable it needs to be).
