Even apart from the Russian communication channel you mentioned, the
bombing wasn't "necessary" to get a negotiated end to the war.  But the
bombing was necessary to get Japan to agree to an unnegotiated, utterly
unconditional surrender.  And Truman didn't feel that he could take
anything short of unconditional surrender and get the American public to
accept it.
