Ntp is only needed if you want a server, syncing is done via
https://www.freedesktop.org/software/systemd/man/systemd-timesyncd.service.html
which shows that the config file is /etc/systemd/timesyncd.conf or a
.network file (no idea where) or via dhcp. Not sure which takes precedence.
